.PRJ files define the projection in which the data already exists

  • ITRF2008 epoch 2005.00
  • NAD83(2011) epoch 2010.00
  • NAD83(PA11) epoch 2010.00
  • NAD83(MA11) epoch 2010.00

.GTF files contain the transformation parameters to move positions between projections

  • ITRF2000 to NAD83(2011) epoch 2010.00
  • ITRF2008 epoch 2005.00 to NAD83(2011) epoch 2010.00
  • ITRF2008 epoch 2005.00 to NAD83(PA11) epoch 2010.00
  • ITRF2008 epoch 2005.00 to NAD83(MA11) epoch 2010.00
  • WGS84(ITRF00) to NAD83(2011) epoch 2010.00
  • WGS84(ITRF08) to NAD83(2011) epoch 2010.00
  • WGS84(ITRF08) to NAD83(PA11) epoch 2010.00
  • WGS84(ITRF08) to NAD83(MA11) epoch 2010.00

ArcGIS 10.1 saves favorites in C:\Users\<USERNAME>\AppData\Roaming\ESRI\Desktop10.1\ArcMap\Coordinate Systems.  First create a favorite for the PA11 and MA11 GCS. so you can see the datum parameters.  Place the 2 below prj files into that directory to view the parameters.

Add state plane or other UTM zones into favorites from the NAD83 (2011) universe so you can see thier parameters.  

Then, inside C:\Users\your_id\AppData\Roaming\ESRI\Desktop10.1\ArcMap\Coordinate Systems.  Recommend making copies of the favorites to alter from NAD83 2011 to PA11.  Use standard naming conventions.
